To cooperate with Taipei City Government’s West District Gateway Project and the National Industrial Policy of Asia Silicon Valley Development Plan 2.0 (ASVDP 2.0), Chunghwa Post is promoting the Taipei Post Office Public Office Urban Renewal Project, integrating adjacent historical buildings and urban spaces to create a core urban area that combines cultural preservation, smart industries, and financial services. The total investment of this project amounted to approximately NT$27.8 billion, with Chunghwa Post serving as the project implementer while jointly investing in this project with Taiwan Stock Exchange Corporation, Taiwan Futures Exchange Corporation, and Taipei Exchange and Taiwan Depository & Clearing Corporation. Through cross-agency collaboration, the project promotes urban renewal and industrial upgrading while driving the overall development of the West District.

To ensure that the implementation of major public construction projects takes into account both clean governance and administrative transparency, Chunghwa Post has established the Procurement Integrity Platform for the Taipei Post Office Public Urban Renewal Project, inviting agencies such as prosecutorial, anti-corruption, and investigative agencies to establish a cross-agency collaboration and supervision mechanism that supports information disclosure, early-warning systems for risks, and real-time communication channels. This helps enhance transparency and credibility in procurement and project delivery, ensuring regulatory compliance while promoting operational efficiency.

To demonstrate our commitment to clean governance and transparency, Chunghwa Post held a launch ceremony of the Procurement Integrity Platform on January 13, 2025 in the high ceiling lobby on the first floor of the Beimen Post Office in Taipei. This launch ceremony was chaired by Chunghwa Post President, Jui-Tang Chiang and witnessed by representatives from central and local government agencies and non-governmental organizations, including Ministry of Justice’s Agency against Corruption , Taipei District Prosecutors Office, Taipei City Investigation Office of the Investigation Bureau of the Ministry of Justice, Ministry of Transportation and Communications’ Department of Civil Service  Ethics, Taipei City Urban Regeneration Office, Executive Yuan’s Public Construction Commission, and Transparency International Taiwan.

In addition, this project combined postal service transformation with the reuse of state-owned land to promote the preservation, restoration, and reuse of the historic Beimen Post Office, allowing this historical building to be reintegrated into the context of modern urban development while preserving its cultural value, thus recreating the important landscape features and identity of the Beimen area. Through comprehensive urban renewal planning, the project will gradually develop a city museum park integrating cultural assets, financial services and smart industries, creating a key hub for digital innovation and economic exchange in Asia.

In the future, Chunghwa Post will continue to integrate opinions from the public and private sectors through the anti-corruption platform, implement the principles of administrative transparency and clean governance, ensure that the project is promoted in an open and transparent manner under professional supervision, and be completed on schedule and with high quality, setting an example for major national construction projects that combine urban renewal, cultural preservation, and clean governance.
